第九条 of the Higher Education Act of 1972 prohibits discrimination on the basis of sex in education programs 和 activities operated by recipients of federal financial assistance.

“Stalking” means engaging in a course of conduct on the basis of sex directed at a specific person that would cause a reasonable person to:
Fear for his or her safety or the safety of others; or
